I really like the third icon in particular, it looks like a candy explosion! :D

oh ty!! yeah i was confused by that cuz it wouldn't let me add one myself hehe. and thanks about the icon!! i had a lot of fun making that one :D

Most icon communities are organized like that, so only the admins can add tags.

This is mostly for the challenge tags, because the downside to open tags is that you get typos in the challenge tags and have to spend quite a bit of time making sure they all get merged again...
